Milburngate is being delivered by the Arlington Richardson Development Partnership who have successfully delivered a number of strategically important regeneration projects across the region. This includes Freemans Reach in Durham City, a Legal & General-funded project that provided new offices for Her Majesty's Passport Office and National Savings and Investments and helped retain more than 1,200 jobs in the city centre.

They are also responsible for the development of DurhamGate, which is one of County Durham’s largest regeneration projects. A 90 acre mixed-use development, it has attracted £90m of investment, supports over 1,000 jobs and features homes for more than 400 families.
